I am Research Director of the International Centre for Tax and Development (ICTD) and Research Fellow at the Institute of Development Studies (IDS), in the Governance Cluster. My research focuses on tax administration and tax policy in low-income countries, with a particular focus on policy evaluation and empirical economic analysis. I have been working mostly with African countries and I have several years of experience in Ethiopia and Rwanda in particular. At IDS, I teach Public Financial Management to MA students and I contribute to ICTD's short courses on tax.
I am also Adjunct Professor at Johns Hopkins University SAIS Europe and Research Associate at the Institute of Fiscal Studies.
